The study uses the term 'excess votes' not as a number of total votes exceeding the number of registered voters, it uses the term to refer to what the authors assume is the number of votes in excess of what they'd expect based on looking at neighboring counties / precincts. It's not proof of anything, other than the precincts looked at in the study had different results than the authors assumed.
