I'm confused. Why is POTUS acting like Mitch straight up said no to the $2k? I thought he just scheduled a non-unanimous consent vote, which would be more likely to pass?

But maybe I'm completely wrong. I didn't sit there and watch the Senate, but I did think there was a vote rescheduled to make it so it didn't have to be unanimous consent.
