Passage requires 60 votes to break through a filibuster and there very likely wont be enough votes even if every Republican joins.
My opinion : Mcconnell probably knows the votes arent there but is trying to save the GA run off by showing some good faith. I bet he can get the votes if he really wanted to but will require a lot of political capital.

there are the votes for 60 if they just pass the $2,000 bill that already passed the house. this is a poison pill from the RINOs to make sure it doesn't pass the senate.
loeffler and perdue are going to get curbstomped if the $2,000 doesn't clear right now
