Matt Braynard of The Voter Integrity Project and his team have uncovered at least 1,333 registered, active voters who registered illegally from post office boxes (USPS, UPS, FedEx, etc) in Pennsylvania:

If one doesn't have an address, they must use a nearby location drawn on a map (page 2 Instructions for section 5). 

Similarly, Section 2 of the voter guide spells this out:

(Section 2) Enter the complete street address of your voting residence where you are registering to vote and requesting an absentee ballot. You cannot use a post office box mailing address. If your address is a rural route, use Section 6 to describe the location of your voting residence

You will find the statutes under Title 25 1302 (b) Rules for determination.--The following apply:(1) That the place shall be considered the residence of an individual in which habitation is fixed and to which, whenever the individual is absent, the individual has the intention of returning.

PO Boxes are not a fixed habitation; you can’t live inside the box

This accounts for a significant percentage of all votes cast. Once you inspect the evidence, you must call for a full audit and reject these votes as illegal because they disenfranchise honest voters like myself.
