The mab of whatever area you happen to be in at the time. Go to the wrong area you could be killed for the way you look or act. Some areas are libs and some are not. It ends up being completely inconsistent where the rules change day to day area by area. You were right you need cops or God. But the only way to have no cops is to have most people in all areas be with God. And thats not really gonna happen any time soon.
