It unfortunately requires "voluntary appearance" to ship accused people abroad. Which means that unless Biden agrees with it, he cannot be put on a plane to Kiev by the US Marshals. This doesn't mean that he shouldn't be called on it: "If you are so sure you did nothing wrong why not go to Ukraine and prove it?" would be a nice GEOTUS tweet.

The current congress would most likely never pass a Ukraine extradition Act at this time, yet it doesn't mean Trump can't write it. Senate is there to "advise and consent", that doesn't mean that Trump couldn't write up an extradition treaty with Ukraine tomorrow, and apply it without "advise and consent." Pelosi would shriek, yet that would make the media go bonkers and ruin their New Year's vacation, so it might be worth it just for the trolling points.

It might not even require the US Marshals, just ask his SS escort him to the plane for his "safety" and leave him there, his mind is so far gone he might go voluntarily for the plane ride. And then let the courts sort it out in Ukraine. I mean, Trump was already "impeached" for asking about it, so he might as well actually do it. Double-jeopardy laws ftw.

Seems that C1 makes it impossible to investigate Biden if he is president, but until then he is not a “senior official” so the US could still accept the Ukrainian request for info on Biden. Not a lawpede though.
