Ok so it's based off a family guy meme. It's the pepridge farm remember's meme. It's used as a joke to reference something old and forgotten that is kind of embarrassing. For example:

So I took out the original cartoon character and photoshoped in a Simpsons Trump (that was actually a combination of a bunch of them) and every stupid cheater thing the left has done, Trump remembers.
