Short version is where you are when photographing. If you are on public property like a sidewalk you can photograph private property. If you are on completely private property, photographers have restricted rights. This keeps the National Enquirer out of your Bedroom.
Private property that the public has access to, such as a mall or big box store, is legally uncertain and you probably need to look at state law. For example, in at least one state you can be arrested for operating under the influence in a private parking lot of a big box store, but if you are in your own driveway you're safe from arrest, (barring other factors like you just sideswiped 3 cars).
Videography may be different if audio recording is part of it. This is definitely a state by state legal issue.
PINAC has evolved from a Photographers rights website to more of a story aggregator for new stories of rights violations including those in law enforcement who choose to dishonor the badge.
My response would have been "show me in writing where it's posted that I'm not allowed to record video on these premises."
