These should be means tested. Government workers have been getting paid the whole time, they should get nothing. Better still, they should all have a 2k tax applied to pay for the ones who do need it.
I've always liked Murray Rothbard's take on govt employees. They don't ever pay any taxes, since all of their income comes from other people's taxes. So even if they make 100k and take home 60k, really that's just an accounting trick, and the bottom line is they are net receivers of 60k in tax dollars.
I hadnt heard that before but that makes a lot of sense. They also have an incentive to vote for more government in all cases so if you're on the government dime you shouldn't get a vote.
