Often barcodes are added as distinct identifiers of the ballots. I.e: a request for absentee was received, and is assigned this ballot ID. The ballot is then sent to the voter, they vote, and mail it back.
I'm a NYer and when we went to early vote, they printed out a ballot right in front of me w/ a distinct barcode. My SO had the same ballot, just different barcode. Same party affiliation.
I believe he said the barcode is what matches ballot to signature verification or signature card. So ballots without that barcode can’t be signature verified because they separated the signature cards from the ballots.
No reasonable justification for the added bar codes unless the machines knew to process them differently.
We need to see more samples.
