The FBI was made aware that a man was building bombs in his RV. A year later, that man blew up a city block in downtown Nashville. The @FBI has time to to spy on all sorts of innocent Americans but not to investigate credible bomb threats...? Guess pull cords more important than bombs (twitter.com)

The FBI responds to a crime scene in the Pulp Fiction sense. Clean up after legacy organized crime networks in power and keep them there. Use full force of their powers to go after new networks that challenge that power. Stopping attacks isn't particularly useful. The response to attacks is useful to their patrons.
