Through defunding the police you naturally have an ultimatum: either let citizens defend themselves, or see a lot more violent crime. I'm not super fond of police, but better they shoot the criminals than I, since the ensuing legal process is far kinder on them than it is on private citizens. But if the cops are gone, there are a lot of people who know that their life is now in their own hands and they'd rather shoot first and bear the unjust consequences of vindictive prosecution than simply roll over and die so some crack head can kill their wife and kill their kids.
