Better look for machine patterns, perfect folds. A mechanical folder could fold all of those in a matter of hours. As a teenager I worked at a printing/mailing company.

What they need to do is put some purposely fake votes in there that you can easily tell are fraudulent to see if they'll take a look at them.
Then when they refuse and count it anyway you can catch them in the trap
