He only made it illegal to fine individuals for not wearing a mask. Businesses can be fined and/or closed for not requiring patrons or employees to wear a mask.
The problem with it is, if you look at all these counties and cities around TX, they all reference the governor's mandates and occupancy restrictions as a basis for creating their own ordinances. In Georgetown for example, they require a mask while "in public" but this is not what Abbott mandated. Only in public when social distancing "can't" be observed. They're expanding off of his mandates and adding their own.

Yep this was how Abbott failed. He could have amended his EO to prevent counties from doing that but he backed down.
