If they're saying there's more voters than votes they're saying there's more voters than people voting (or people who voted) so what that means is whatever they mean by voter it's not the same. An argument based on how it's the same yet also on how it's different. A flaws argument.

Its hard to "comprehend" because the vote totals reported in places like PA exceed the actual number of ballots.

A ballot is not a vote until it is verififiably tied to a legal voter.
