As with most things, it is more complex than that.
He said, “I will sign the Omnibus and Covid package with a strong message that makes clear to Congress that wasteful items need to be removed. I will send back to Congress a redlined version, item by item, accompanied by the formal rescission request to Congress insisting that those funds be removed from the bill,”
He didn't just sign it, it went back with immediate required changes. And the Pelosi openly agreed to those changes. Then McConnel blocked it. That is where we are now. If this continues the bill will likely get thrown out.

You are misunderstanding what is going on here. he did not just sign the bill, hence why they are trying to override his veto.
He sighed it with conditions, they are now desperately trying to get them removed, hence all the bullshit in the house at the moment.
He didn't veto it. He signed it. It's law. The only bill he vetoed is the defense spending bill, the NDAA.

Nobody is trying to override him on the Omnibus spending bill, which the Covid relief is part of.
The NDAA was vetoed. It is in the process of leading towards a vote in the Senate to override it.
Two separate bills. You seem to be jumbling them together. The Omnibus bill is law. He signed it.
In my understanding, there were some strings attached, that there would be a process involved in actually distributing the money. I really don't understand it exactly, but I must believe he has a plan. Repealing Section 230 is part of it, which he believes is very valuable to the American People. Right now, we just need to hang in there and believe there is a method to the madness. He's negotiating right now. I believe his negotiations are for the "GREATER GOOD" of the USA, even if we don't understand it quite yet. Stay informed and let's see what really happens with that money.

He invoked rescission from the Impoundment Control Act of 1974 and requested this for specific funds, aka the foreign aid. Congress has to vote on whether to accept the rescissions or not. Usually Congress would say "gtfo" and reject the rescissions, but the House and the Senate are voting differently and creating conflict.
correct me if I'm wrong here, but doesn't the ICA of 1974 require them to vote on each individual redlined item separately as opposed to just a yes/no on the whole package? Making it so the things like the $24 million going to Pelosi need to be voted on by itself for all the world to see?

No, because for 1) he cannot be fighting on all fronts at the same time ; 2) public opinion would be worse if he didn't get people that money 3) at the end of the day, he doesn't have all the power. I know that many believe that the President is the one who has all the power, but he is the one who "executes the law", his power is actually quite limited - as all this election fraud process has shown.
