The first counter-argument for rescans is that the system won’t allow counting the same ballot twice. Based on the unredacted Anterim forensic logs it sounds like Dominion scanners do detect the same ballot being scanned again (but still increase the overall ballot count). Whether this increases the overall vote count is unclear. However, if that ballot id detection is based on the barcode, the machines would probably just scan these barcode-less ballots anyway and tag them all with an error, then an admin can adjudicate them to count them all in a few clicks overriding any error. If the adjudication logs are deleted there’s no paper trail of this fraud via physical ballots or logs aside from more votes than physical ballots (but you can’t easily track down where the duplicates came from). Thank God we have this video.
According to several witnesses, the scanning halts when it can't scan a ballot. In this video, I don't see any halting. If I were to guess, I would say that the detection sensitivity had already been set very low and would allow any pristine or fake ballots to be accepted without issue. The only issue they appeared to have was keeping the lens glass clean, as you can see them wipe it a few times.

If they all had admin rights, they wouldn't need a faulty ballot as they clearly have the options to just put in and accept whatever they want with an admin login. The Batch Number and Batch Size appear to be editable fields in that video as well.

Maybe so that there are “more” digital images of ballots in the system to account for the fake numbers? But then wouldn’t an audit of the digital images show duplicates (if they have unique ids)? On a physical paper ballot recount however both the rescan technique and database/server reporting manipulation doesn’t help them because there would be a shortage of physical ballots, unless they’re added after the fact. Some things aren’t making sense to me.
