My understanding was that it wasn't a "hand recount"... they just called it that. What they actually did was re-run the same ballots through the same machines, to get the same results.
But* during said recount, the vote tabulating machines were REJECTING the ballots (most likely because they were erroneous) and a Dominion technician spent 2 hours studying the manuals to figure out how to configure the machines to match the original counts (likely by disabling the filters/security protocols that appropriately rejected them originally).
How did this not show up in the hand recount is what’s confusing to me. Can someone explain that?
