So from what I understand (which isn’t much about this stuff), it’s unilaterally agreed the executive branch can’t do anything that congress tells it not to, but there’s a lot of debate and ambiguity about the presidents responsibility to carry out the will of congress.
Like if there’s a building project they wanted the executive to oversee, the president would get in a fuck load of trouble if he spent more than was allotted (e.g; he was told NOT to spend over a certain amount). But if the building project never starts, congress can’t do much about the President “sucking” at the construction project other than impeach.
