If you build a wall, then large groups of illegals can gather on the Mexico side out of view of patrol agents, and try to scale the wall all at once, overwhelming the agents before they can call for backup. With a fence, you see them coming, and have more time to respond.
Border Patrol also said they have problems with the old walls where illegals will actually throw rocks over the wall and try to hit the Border Patrol agents. With a fence, you see this coming and avoid it.

No to mention you can easily shoot through the fence to put down any rabid animals throwing rocks at you.
