I am a Computer Engineer and the guy had a point about the grid lines. The presenter handled it terribly and said things that just aren't true. Things aren't ever "exact" they have to be within tolerance. I think the guy was trying to make a point that the machine should have been able to count them even misaligned. I would have responded that a 97% adjudication rate clearly shows that it DIDN'T count them right.
The presenter's claim that republican area ballots are poorly printed is interesting and would imply that the fraud effort started at printing. Would be interesting to have someone explain why some ballots didn't have bar codes.
You have to take everything he was saying and put it all together. Actual ballots came from a printer (everything will line up perfectly and have its own unique set of barcodes to which there are many), ballots that had to be sent to adjudication (which means a human gets to change those ballots to whatever they like and hit accept) those "ballots" were printed from a mass copy device such has your inkjet printer.
Ballots that are mass printed will not line up unless you have someone who takes the time to line it up. This happens when using a cutting machine. My machine will be properly aligned to strike the same spot every single time.
A ballot that was mass printed didn't have the exact coordinates so the print was off. That also shows why they removed the barcode. They attempted to put printed ballots with no unique identifier through a real counting machine and it kept sending those ballots to be manipulated by an adjudicator, hence the no barcode.
I can tell you with absolute certainty that a program can in fact hit the exact mark every single time. I had a part-time shop with Etsy cutting vinyl designs I would sell in bulk. The cuts had to be exact while first having a printer set to exact standards and a cutting machine that hits those exact standards. This had to be done with such precision that when the vinyl was cut, it was cut to a specific depth to only cut through the vinyl and not the cardstock it sat on. This is how stickers are made.
Ask anyone who works or plays around with illustrator or photoshop how exact things have to be in order to print.

I agree he handled it poorly. What the legislature guy was asking was correct, the black bars on top and sides are used to form a grid to locate the bubbles, and those appear to be correctly aligned.
The problem was some of the bars were about 50% too small. It didn't look obviously wrong but if the scanner is looking for a certain length bar it might consistently fail, which indeed was the problem... Very high failure rates.
Basically I would be asking the same question as that guy, it was kind of annoying.

The problem that this illustrates is we need to stop using machine ballots entirely. Because even if we win this one, they will make sure to do it differently next time. They can even for the most part, get around the forensics. We can already put pens in the hands of machines and make them write, so if that's what it takes for them to commit fraud, they'll do it. They'll have a thousand Chinese sitting around in a factory handling printed ballots to make them look like they were naturally handled, then filling them out by hand, if they really wanted. So it's clear we can't even rely on forensics, because if we do, we risk those committing fraud, faking the forensics too. I doubt they went through the trouble this time, the forensics WILL find fake ballots, because we already know that ballots came in that were "pristine" and never folded.
The biggest part he was pointing out besides the paper, is the way ballots were printed in Republican areas, were clearly designed to cause more failures in the ability to read them properly, thus requiring more adjudication, seemingly done intentionally. That way they could stuff in more fake ballots, hide what they were doing because everyone's adjudicating left and right so it won't look funny when they're actually running the same ballot through multiple times and having to adjudicate, and so they can run fake ballots through and adjudicate those too.
In essence, they were printing the ballots intentionally faulty as to up the error rate of reading the ballots, by printing in such a way that would confuse the optical systems more often. Those hazy black squares would do exactly that. Sometimes the machine will get an optical "lock", and sometimes it won't be able to. And the fact that these were only present in Republican areas, says a lot. There's also no excuse for it other than intentional fraud, because there's no other reason for it to be like that. This is how they turn Republican areas into Democrat areas nowadays, this is how they make themselves look bigger as a party than they actually are. They steal Republican areas then call them Democrat areas, and even the people living there think they live in a Democrat area, when in reality most people around them that they see everywhere everyday, are actually voting Republicans.
But the forensics he's talking about go deeper than that. He wants to see the irregularities on the structure of the paper that come from handling. That's important, because it's essentially a fingerprint. When ballots get mailed out, just moving through the mail system and getting handled by the mail man will cause some imperfections in the paper's structure.
Then the voter handling it will for example, pick the paper up between their thumb and index finger and press down and hold to look at the paper. That will leave a signature, even if slight, because that damages/bends the paper, and paper is not static, its structure changes all the time because paper, while sturdy, is actually very fragile microscopically and takes damage all the time in even in light usage.

He found that ballots sent to traditionally Democrat areas in GA, (Fulton Co) Were printed without special barcodes to track them.
Ballots sent to a Traditionally Republican area of GA were printed off center (with a tracking barcode as well the democrat ballots didnt have).
By presumably intentionally printing these ballots off center (think a baseball card that was printed twice or hitting something with a rubber stamp twice) someone was able to ensure that these ballots would be rejected by the voting machines.
The same way a vending machine rejects fake money.
These rejected ballots were then set aside and Adjudicated by the corrupt ballot donkeys in fulton county.
93% were set aside to be ""adjudicated"" This is just in FULTON COUNTY.
