WiFi extenders act as repeaters for a wireless network. If you have a large network in a large building, and enough extenders, computer A on one side of the building would see the exact same signal as computer B on the far other side, whether they need to or not. The wireless airwaves would be quickly overwhelmed like a shouting match in a crowded room.
Access points solve that problem. Instead of simply repeating the signal, they connect via Ethernet cable to a controller. It acts as a single WiFi network, but each user device only takes up the airwaves in the room it occupies.
What you posted is literally standard wireless networking for a large building. Nothing suspicious. No evidence of voting machines connected with just the image shown.
