I didn't read the whole comments section but I think most of what you are seeing is the building wifi infrastructure. Note that many of the hidden nets are on the same mac address or same last 6 hex digits, and some are labeled "cisco meraki". Meraki is a commonly used wifi infrastructure brand and anything sharing 6 digits of its mac address is related to it, each one of those boxes hosts several wifi networks. So probably most of what you are seeing is not related to the tabulation machines.
8 of the 9 in your screenshot are part of the infrastructure.. don't know about the 9th.
I haven't seen much details about how the hacking in was accomplished, would love to know more, do the voting machines advertise access points?
