in my estimation, your statement of "you do have to file" is incorrect. The IRS is not a government entity. As in you are not legally bound by contract until you file with the IRS, in actuality you may take as long as you like to file your taxes as a private citizen but once you file, you are bound by contract to the agreement to pay said "taxes" per legal law of said contract.
