The Dem heavy precinct ballots were perfectly aligned, which would NOT cause issues with the vote scanners. They also did NOT have a barcode, which means the ballots could not verified if a signature audit was done.
That is why the consent decree agreement was put in place. No signature audit means fake Dem ballots couldn't be removed.
