Why didn't they just print them with bar codes. The bar code just tells which voting district the ballot is for right? The bard code doesn't have personal data. Seems like if I was going to scam the system I would have made the ballots identical with bar codes.
I have a couple questions..
Does the absence of a bar code cause the scanner to reject and go to adjudication? This would mean that even the majority democratic cities that got the ballots without bar codes would have went to adjudication as well.
