Why would anyone reveal he's alive? Especially if he's going to be a witness of that magnitude? That's the kind of thing that you keep secret, without compromise.
I can see claiming he's alive in order to scare people, but they're going to consider the previous point and blow it off.
I suspect that either the deep state has him or he had enough contacts that he pulled off the perfect getaway, and Woods is letting them know he doesn't believe the suicide story.
