Granted I don’t know all the history but my understanding is what made it unconstitutional/illegal was that it was signed into law prematurely. It was required to be voted on in two consecutive legislative sessions, it was to be circulated in two major news papers for 2 months and put up for a referendum vote to the people in the next possible general election. The fact that those steps were not taken makes it unconstitutional & unlawful. So I’m not as clear how culpable the senate and house members were in that. Wolfe shouldn’t have signed it - and someone should have brought a lawsuit against it at least.

The legislature (R controlled, and with the support of Mastriano and the rest) rammed in language that tried to override those requirements, saying, "If there is no objection within..."
I'll try to find a link to the full scam (or someone here will likely beat me to it). Point being, this was a charade that Mastriano, the other Rs, and Wolf were all in on back in 2019.
The only purpose of Act 77 (and other measures like it) are to perpetuate and expand fraud. This is also of direct, personal benefit to people in office and who vote for it.
There is a chance that I am wrong. Mastriano has every opportunity to do something- anything- beside hang around on twitter, reposting applause lines and pointless letters and that demand other people do things.
