The legislature (R controlled, and with the support of Mastriano and the rest) rammed in language that tried to override those requirements, saying, "If there is no objection within..."

The only purpose of Act 77 (and other measures like it) are to perpetuate and expand fraud. This is also of direct, personal benefit to people in office and who vote for it.
