People are saying this is a man made virus that was developed in a Chinese lab. While i tend to agree. My main question is. Why did they create a virus that had a 99% survival rate? surely you would think they would create a more potent virus?

Well, this is a complicated situation. From what I have read, they were doing research into how the virus would need to mutate to be able to jump to human hosts ("gain of function").
They may have released it by accident or on purpose. They may have known how deadly/harmless the virus was or they may have not known.
I think if you assume they released it, they must have known from testing that the virus was not very deadly. But does it really have to be to cause chaos? I think we can see the answer all around us.
Remember in the early days of the outbreak in China? They were pushing out propaganda by leading the way. Spraying the streets with chemicals every day. People "fainting" in the streets. Then trying to "hide" this information. I think it was all a clever trick to make the misinformation and fear spread faster. It seems it worked quite well.
You do not really want a very deadly virus, because it would have caused a strong reaction (i.e. immediate ban on all travel). You would lose a lot of your own population and many deadly virusses burn themselves out before they can spread quickly enough. All of this makes it beneficial to have people freak out over a virus that is no more deadly than the flu.

Because terrorism is not about the people you kill..... it's about everybody else that will live in fear of the next terrorist attack.
They have more. This was a warning shot bio weapon they were experimenting with. May have gotten out accidentally. Virus that kills off non-productive elderly of occupied population while preserving young worker bees.
Depends on the goal. If the goal was spreading fear, panic and harming the economy it worked just fine
In terms of the economy. The virus really did a number on it.
