If he chooses to reject the state certified electors it would likely go to the courts immediately via lawsuits.

Yes! Pence, as President of the Senate, can still choose to do what he wants with the votes. His choice is unappealable. He could choose to count the competing electors (votes for Trump/Pence) or he could ignore the votes from a state.
