13848 is not about the stock market, and it's for foreign nationals. It's just a framework for what Trump can do, if and when he needs to do it - it gives him and the Fed Gov the tools to determine IF they need to use economic sanctions against other countries and individuals.
It's not a "If A happens, then B has to happen immediately" EO. It's a "If A happens, we can do B, C, D, E, F, Etc" EO. (Regarding economic sanctions, which isn't the main focus of the EO)
