So you have many Congressmen/women from a single state. Who gets to decide the vote? You have two Senators from each state, Who gets to decide the vote?
I undestand there are 30 "Republican" States but not sure how they calculate that.

One vote per state in the house, which decides the president. Each states representatives become a single delegation. One vote per senator in the senate to determine the VP.
