This isn't terribly far fetched. Using thin, mirror material, or a large solar power array, you could lower the amount of sunlight reaching the Earth's surface.

There is the issue that that particular Lagrange point is inherently unstable, or that you would have to have a MASSIVE network of adjustable mirrors/solar cells surrounding the planet.

That starts getting a wee bit expensive.
