I actually understand it completely. Did extensive research on the subject for a project. Also the propaganda you just spewed is exactly what they want you to think. It doesn't need to be enforced like this, if someone doesn't pay the tax, oh well you're still getting a ton of money to fund a network dedicated to the destruction of western civilization as we know it.

They don't need to be driving around in vans with detection equipment to scare people, putting up threatening signs, and pushing into peoples homes to check their fucking tvs!!!
