No legal maneuvering room? Obviously you have no idea what Thomas Jefferson did in 1800 as President of the Senate. You appear to also not know that follow on laws such as the voting act of 1887 do not supercede the Constituion.

LOL Pence can just do it as there is clearly established precedent. The Supreme Court can fuck off. Maybe learn something about Andrew Jackson's presidency.
