The CCP only exists because it's people are fed and have a roof over their head.
Once that's gone the people overthrow the existent regime, so sanctioning China works for the purposes of erradicating the CCP.
Also note that Chinese history can pretty much be summed up to Dynasty -> Empire -> Elites become greedy -> Peasant Revolt (where 10% of the Chinese population die) -> new Dynasty
This cycle repeats itself every 100-250 years.
