It's often businesses that want cheaper labor than the local market provides to increase there profits. It's expensive to convince a prosperous population with a generous welfare system to wake up early AM every day to bake, work in animal rendering plants, or stay at employers that offer only minimum wage with no benefits.
Is easier to sell the prosperity of the country as the main benefit to immigrants that will in return be locked into the employment for a period until they get Permanent Resident status (which in Canada is shockingly low) and Canadian tax payers then incur all the long term costs.
In addition to traditional labor driven business models, there is also churches (who brought the Syrian who murdered 13-year-old Marissa Shen) and NGOs who used immigration to boost their patron number. The latter than uses those numbers to get tax dollars from government funding plus donations which are sometimes corporate funded as tax write-offs.

Sounds shady for slave labor
It is, and it's earlier generations of immigrants that are enslaving them. For instance, Russians that run the commercial bakeries import the Africans to work in them.

Imperialism bad. But importing people from all the countries you would have imperialized and made better good.
Why fix their problem when they can bring their problem to you to fix at home and not at theirs?
