You can;t use private security to lock down ballots, the fact the police aren't involved shows you that the bureaucrats and using all their power to obfuscate at all levels. Its predictable, but what are you meant to do? Any evidence that is illegally acquired cannot be used in a court. And them destroying the evidence just makes them look even guiltier anyway.

It's not constantly shifting though... they've already done this with other machines. It was 100% predictable.
