Chinese speaking pede here; it says “Warmly celebrating the election of Uncle Biden as the 46th US President” (it’s supposed to be sarcastic, given the picture it’s paired with).

I think the top part says "celebration/congratulations" and the bottom part says "Uncle Biden elected as 46th US president". Not too sure as I'm a beginner in Chinese.
