This is supposed to be done through the Free Market; but more and more, it just goes from our Printing Press to the other Country's "vaults" (and of course most smalller countries "vaults" are often the same Banks which make up The FED banking cartel so...).
The reason we have not had inflation while we create dollars all over the world is because of Casino Theory. Imagine you have a casino and people all over the world give you stuff in return for plastic poker chips that never come back to the Casino.
We are replacing the entire worlds currency base with these dollars. Every time we sent them abroad we destroy their banking system. Go to Argentina right now and buy a home. The escrow company conducts business with dollars because of daily inflation would make the deal impossible.
We have no idea how deep the ocean of currency in the world should be. As long as everyone in the globe in every hut in africa uses dollars for trade, we need to keep printing them.
