This is a tax break. My fiance was claimed by her parents as a dependent on 2019 taxes so she doesn’t get either check. But she’s filing independent for 2020 since we live together now. She will get an additional $3200 in rebates once the $2000 is passed. The checks are just an early tax rebate.
For people that pay taxes, yes. That's why Mitch has it backwards. For people that don't, it is actually Socialism, but those are poor people, not rich.
