As a former programmer up to systems manager back in the COBOL days, I could not BELIEVE how MUCH they paid for such embarrassingly flawed software! My systems were indeed on time and under budget!, and they worked! I knew how to test software, and not upload software that was not adequately tested. How hard is that?? For trained IT ppl, if that was the goal . . . rather than padding the budget . . .
