DOD Video presentation shows vaccine can change religious behaviour...is this real? Fact Checkers saying it is from a film, others say film makers used real video for inspiration. Any leads? (m.youtube.com)

Do you know what movie/teaser, or film maker this is? All I found on Reuters is that the claim that that is Bill Gates in the video is false (although that is not what the video is claiming). They also point out they dont know if the video is real or fake.
