In very small scale, which is perhaps why some people keep falling for it. Families usually have kind of socialism, resources are pooled, from each according to their means and to each according to their needs, with kids often getting more or less a free ride for a longest while. And decision making tends to involve at least the mother and father both, and some times they even listen to the kids.
So the ones who don't want to grow up but want mom and dad to keep looking after them try to transfer that caretaker role to government.
Then, of course, when they get examples that THAT does not work they claim that it was just not done right. It's just never done right. Needs more work. Absolutely. Juust a liittle bit more work... >:D
