Swagger is a software tool that both defines and documents and API. You have to write hooks to the actual functions, but Swagger implements the top layer and gives you a URL with a nice web page to experiment with the API. If you can get into that Swagger URL, then you have access to the API and the information it can get to.
Pompeo's Swagger could mean a lot of different things, which makes it unlikely it actually refers to the software tool known as Swagger.
