Landlords go broke, can't pay for repairs or maintenance, properties go into disrepair, and nobody ever trust property rights in the region meaning there are zero properties ever put up for rent, forcing anyone who can't buy to leave the area.
There is a moratorium on evictions, but rent has not been cancelled. It's why they are demanding it. They're squatting and their landlords are prepping to evict. Rent in the city has dropped dramatically, but most every landlord would rather get in a tenant willing and able to pay less over an existing tenant at a higher rate that hasn't paid in 6 months.
