I think this is partly for internal reasons. They have thousands of people reading tweets and manually censoring things in addition to their censor algorithm. This is to keep their more lefty goofball employees and perhaps the algorithm from fucking with accounts of the gov't. Basically a defensive CYA (cover your ass) motive.
