He will present the evidence to transparently provide a pretext to use military force and place everybody in Congress in military tribunals (which solves the judiciary issue). Domestic or international, I don't know, but he can declassify military intelligence that disproves previous claims and plausible deniability and then pass the command down to military CoC to have them move in on Congress.
