The people running ballots have the ability to do this when there is a jam or other reason the ballot scanning stops, they have to discard the batch and start over, and they can remove the problem ballots for a supervisor or adjudicator to handle.
They also have the ability to run the same ballots over and over and escape criticism because the machine allegedly jammed. There is no way to tell if she is running them as new batches or not. There are no QR codes.
